Supporting the progression and uptake of low emission hydrogen in New Zealand
The New Zealand Hydrogen Council was formed in September 2018 by private and public sector organisations with seed funding from the Ministry of Business, Innovation and Employment to support the progression and uptake of low emission hydrogen in New Zealand.
We are New Zealand’s leading hydrogen agency. We are an intrinsic part of New Zealand’s emerging hydrogen industry as well as an important link to the opportunities that are evolving globally.
There is now almost unanimous recognition amongst the world’s leading economies that hydrogen will play a significant role in delivering deep decarbonisation of mobility, industry and buildings and it will also enable a global renewable energy production and distribution system.
As the world grapples with reducing its reliance on fossil fuels, unprecedented international investment is occurring in hydrogen by private sector organisations, research institutions and governments. With such an important contribution to make in decarbonising the global energy system, it is inevitable that an increase in the deployment of large-scale hydrogen infrastructure will follow.

Hydrogen Safety Standards Adopted - July 2024
A suite of 13 international hydrogen-related equipment safety standards have now been adopted in New Zealand. This significant milestone is the cumulation of over three years work by Standards New Zealand and a wide range of industry stakeholders and marks the completion of the first tranche of standards development associated with enabling the safe integration of hydrogen across New Zealand’s energy landscape.
The adoption of hydrogen safety standards is a prerequisite to delivering a safe and successful hydrogen industry in New Zealand. The international standards review was undertaken in accordance with New Zealand’s hydrogen standards implementation strategy, agreed to and commissioned by WorkSafe New Zealand – Energy Safety and as outlined in the Standards New Zealand Hydrogen standards review report published in May 2023.

More projects and more final investment decisions, but setbacks persist
Global hydrogen demand reached 97 Mt in 2023, an increase of 2.5% compared to 2022. Demand remains concentrated in refining and the chemical sector and is principally covered by hydrogen produced from unabated fossil fuels. As in previous years, low-emissions hydrogen played only a marginal role, with production of less than 1 Mt in 2023. However, low-emissions hydrogen production could reach 49 Mtpa by 2030 based on announced projects, almost 30% more than when the Global Hydrogen Review 2023 was released. The number of projects that have reached a final investment decision (FID) is also growing: Announced production that has taken FID doubled compared with last year to reach 3.4 Mtpa, representing a fivefold increase on today’s production by 2030.
